Optimizing Text-Image Design for Fine Arts (Pdf versus Pressbooks)

I have a user who wants to work with a designer who has a preference for InDesign. The goal is to create an open textbook in the Fine Arts where design and aesthetics matter. For OER projects, however, using Pressbooks may be optimal, for such reasons as 1) ease for future instructors to adapt and customize sections 2) options for students to view the book 3) ease of editing or updating sections …

To get the best of both worlds, my question is they could use InDesign to create a template to achieve the text-image pairings that we are after?
