Is it possible to have several users in the same chapter all with the author role allowing them to edit the chapter? If so how? I can assign only one owner to the chapter which makes me wonder how to accomplish the above.
This is WordPress functionality, which Pressbooks inherits:
So, users in Pressbooks with a role of author in a given book can create and edit chapters of their own but cannot edit others’ chapters. Only users with a role of editor or higher in a given book can edit others’ chapters.

Yes. Again— that is standard WordPress behaviour.
I tried the premium add-on “Multiple Authors” for the “PublishPress” Wordpress plugin. This add-on allows to add several authors to a chapter giving them all the possibility to edit the chapter while having the author role for the book.
I did not find any breaking of Pressbooks functionality so far.
